I’ve been mentally incapacitated past the statue of limitations, so what procedure will help me file my 1983 claim in federal court. When giving an answer to this question, please keep in mind that it won’t be possible to find a civil rights attorney, as this involves corruption in a Kentucky court, and no ky attorney is possible so I need to know a (pro se way ) thanks
