You don't "file" for house arrest. You either negotiate house arrest with the prosecutor, or you try to convince the Judge to give it to you. You are much more likely to have a shot at a better plea bargain if you are represented by an attorney. I strongly suggest you try to find enough money to hire one. Some attorneys will charge less or even consider a payment plan to help you out.
