this should never happen what can we do to hold them accountable

A: What did Kohl's do wrong? Was it their camera? Did Kohl's know that the camera was there?

A: You should immediately contact an attorney who can at least try to preserve any evidence. If Kohls had policies in place that allowed this errant behavior to exist.. or didn't follow their own policies thereby allowing it to happen then your girlfriend could have a great case. Hard to know until the facts come out.

A: Your GF certainly has a claim against someone. It may or may not be Kohl's but someone who has regular access to the dressing room and is pulling the feed off that camera. Presumably it's someone that works for Kohl's or a 3rd party vendor. Your GF should report the camera to the police immediately and contact an attorney on this forum.
