Q: Is there a law in NJ, that mentions after 5 years USCIS can not go after you for fraud? Is this law also in NY?

A family member applied for citizenship around 2019, and passed all interviews. At the time we did not know UCIS scheduled a 2nd interview as we thought it was the citizenship ceremony due to him passing the interviews. Turns out it was not and they went to an interview without lawyer or anything and the translator was horrible. He did not understand much since the translation was through phone. USCIS mentioned "document fraud" as this family member failed to mention documents with "false names". This event happened nearly 20 years ago. He could not remember this happened so they told my family member he had lied. There has been no update from USCIS since. I heard there was a law in NJ where USCIS can not go after people after 5 years of committing fraud or something similar to that. Is this true and if so does this apply in NY as well?
