A: Whether your failure to register could result in a denial of your application, will depend on your age at the time you file the N-400.

If you are over 31 when you file the N-400 then your failure to register will not have an impact on your eligibility to naturalize. If you are between 26 and 31, USCIS states: “The applicant may be ineligible for naturalization. USCIS will allow the applicant an opportunity to show that he did not knowingly or willfully fail to register, or that he was not required to do so.”

You can read more about it in the USCIS Manual here: https://www.uscis.gov/policy-manual/volume-12-part-d-chapter-7
