Q: Can a felon have a firearm in their home as decoration if it has no firing pin or trigger? Is it legal?

I was thinking of buying a gun for my bf who is a felon because he wants it as decoration and before giving it to him removing the firing pin and or trigger so it is disabled and for "looks" only. Is this legal?
