A: Extended car warranties are offered from the manufacturer or from third party warranty companies. While dealerships offer these products to their customers, the warranty itself is almost always with another company. When such warranties can be cancelled is governed by the written terms of the warranty. Typically, notice must be provided to the warranty provider, not to the dealership through which the warranty was offered.

You need to make sure your cancellation form was given in the correct manner to the correct company according to the written terms of your warranty. Then you need to follow up directly with the warranty provider--not the dealership--to ensure that you receive any refund you may be entitled to.

There is nothing wrong with also including the dealership on your communications with the warranty provider. Dealerships likely have some serious "pull" with the warranty provider, although they likely do not have the legal authority to make any decisions for the warranty provider. Your goal should be to enlist the dealership as an ally in dealing with the (difficult) warranty company, not to alienate the dealership.
