A: A North Carolina attorney could advise best, but your question remains open for two weeks. If you mean closed in the sense of a decision being rendered and the time period for appeal has passed, then it's possible the opportunity to re-open has passed. If the case had been withdrawn, it could make a difference how it was withdrawn - there are withdrawls that permit refiling in the future and there are withdrawls that effectively terminate the case. There are different ways in which people might construe a case to be closed. The best thing for you to do would be to check with a North Carolina attorney. If you were represented at the time, check with the attorney who represented you. Good luck
