If you mean closed in the sense of a decision being rendered and the time period for appeal has passed, then it's possible the opportunity to re-open has passed. If the case had been withdrawn, it could make a difference how it was withdrawn - there are withdrawls that permit refiling in the future and there are withdrawls that effectively terminate the case.
