A: An entity would usually need to present a HIPAA authorization to see the records. Good luck

A: Addendum - another possibility - if the file is a New York No-Fault file, the application for benefits package often contains medical authorizations that the insurance carrier and their attorneys could use to request and review records. This is sometimes forgotten in the latter stages of a claim due to the large volume of paperwork presented at the very start of medical care. Good luck
