Q: Banquet hall near violates the noise ordinance. Police lie on their reports, saying no one is there when it is packed.

After calling police after quiet time, I watched from across the street, and saw police car drive in and leave. Their report said "all quiet", and that "no one here", even though music was thumping and parking lot full.

They are covering for the banquet hall, and it is widespread throughout all the reports.

I think the police have their banquet there, and have been turning a blind eye to their violations of the noise ordinance.

I don't trust the internal affairs to get to the truth. What can be done?
