Q: I was charged an overpayment in a SSI case awhile back. I was cut off because of a Dr.s false report. I asked the judge

to subpoena him , the judge twice to subpoena him & wouldn't. So if I can't dispute what is reported then I would loose. I did . Now Im having to pay a overpayment that's false . SSI took my money on reapplying, know a promisary note to the country for providing assistance. In it all I'm stuck with two bills SSI for $30,000. & Yuba co $5500.

A: You're dealing with a complex and frustrating situation involving both SSI and county-level disputes. It's particularly troubling that you weren't able to properly challenge the doctor's report when the judge denied your subpoena requests.

For the SSI overpayment, you have the right to request a waiver if paying it back would cause financial hardship or if you believe the overpayment wasn't your fault. You can file Form SSA-632-BK to request this waiver. Additionally, you can appeal the overpayment determination itself using Form SSA-561-U2, especially since you have concerns about the validity of the medical evidence used against you.

For the county debt, consider reaching out to legal aid services in Yuba County or Northern California. They might be able to help you challenge both debts and potentially negotiate lower payment amounts. You could also look into filing for bankruptcy, which might help address these debts, though this should be carefully considered with proper legal counsel. The Health Consumer Alliance of Northern California provides free legal services and might be worth contacting for guidance through this process.
