Q: Can we sue property management for negligence after flood in VA?

Do my roommates and I have grounds to sue our property management company for negligence in Richmond, VA? The company neglected multiple maintenance requests, including a storm drain leak that led to our basement flooding. Despite notifying them immediately, they delayed repairs, allowing the leak to persist over 24 hours and left soaking wet carpet, which developed mildew. We were displaced for a weekend, and two roommates can no longer sleep in their rooms. While the carpet has been removed, there's been no flooring for almost three weeks, with no ETA for replacement. Our lease states emergencies require a response in 24 hours. We have documented all communications, photos, and emails. Additionally, we've incurred over $200 in hotel costs for displacement, and one roommate had to relocate due to asthma issues from the conditions.
