Basically, you don't. You started the criminal investigation and once an arrest is made, it will be completely up to the prosecutor whether to proceed with the case.

You have not given enough information here. You haven't even indicated what the charges are, and yes it can be continued until the case is ready for trial, but the judge controls this basically, and it must be a rather complicated factual pattern as well as serious charges.

I just got a job with the VT D.O.C. Five years ago in Connecticut I was arrested and charged with a misdemeanor. I never went to jail, but I paid restitution and the record was expunged. Will it show up on a background check from the VT D.O.C?

There are a number of private companies that get arrest records because they are public knowledge at the time. You would have to ask VT DOC about this. They might also have access to even expunged cases. Here in FL, the board of nursing can get at expunged records, and so can the FBI.

Your cousin appears to need a criminal defense attorney for this. Basically, there cannot be an arrest for extradition without a warrant for arrest coming from the requesting authority, the other state.
