In order to answer this question, nearly any attorney would have to do research to perhaps find a case which addresses this particular issue.
Our group insurance provider (United Health Care) tells me that Florida allows it if my Employer allows it, my Employer says they allow it, but when i told this to our Insurance agent i was told that United Health Care lied to me and that Florida does not allow Domestic Partner coverage.

She claims that this is a "qualifying event". We believe that this would be a qualifying event if she wee to put the baby on her insurance, that she can cancel hers during an open enrollment period only.
