You should turn this over to your insurance company. If you did not have insurance, you need to consult a lawyer.

It is impossible to know for certain without seeing the correspondence, but it sounds like the original letter that you received was for a court date on a traffic citation....

You want a lawyer because you may not fully understand the charges and you don't want to end up pleading to vehiclular homicide. At least get a consultation from an attorney.

If a suit was filed, you should be able to get the number from the Prothonotary (Clerk of Courts) of Philadelpha County by providing the names of the plaintiff and the defendant. Doesn't sound like you are getting a citation. You did what the insurance wanted. You get contacted by the person run it through the insurance.

Focus on the citation. Did you report it to your insurance? As there are points you may want to consult an attorney who handles citations to see if it can get knocked down. Get a copy of the Accident report--you'll have to pay $1`5.00

You only have to report accidents where there is damage. It's considered polite to leave your name.

But not required. I'm assuming you got out and checked, didn't just give it the quick visual.

No. But they can issue you a citation having nothing to do with claim/no claim.

You would have to file suit in Maryland, and Maryland substantive law would likely apply.

Having said that, I must add that I have never heard the term, "diminished value" suit, in the context of an automobile accident and do not know what you are referencing.
