Q: Can a car legally block a lane that ends up ahead (up to 1000 ft before it closes) while there are 2 lanes on that road?

he doesn't have a right to side swipe you. Not clear what he was doing. However, he doesn't have to make way for you.Suggest if you got a ticket you plead not guilty.

Q: Does a Pennsylvania state trooper have to have you sign for a citation at the seen of an accident?

Call up the court about the second citation. Make copies, plead not guilty on both. Suggest he may want to consult an attorney on the warrant if they don't agree to remove it. If they agree send them a confirming letter.

If you have property damage coverage and your insurance company has hired a lawyer to defend the case, the lawyer is responsible for defending the entire case, not just the portion of the claim covered by your insurance. You can have it totaled, see if you can buy back the car for the salvage value, and see if they will lower the buy back price, but 1) the title will be a junk title so resale will be next to nothing and 2) if there are any problems, you can't get it through inspection after you fix it, if it... You are responsible to have insurance if that's what you mean. If you mean claims, only if you a) allowed your spouse to use the car when you knew they'd be likely to cause a wreck; 2) if they were doing something for your business. Otherwise you are not liable.

Assuming you couldn't avoid it the owner of the cow is responsible for your damages and any injuries. If no injuries, and you have collision, run it through your company and they can go after the farmer.

For the $15.74 its not a case worth paying the appeal for. You are technically correct but that won't help you if you have to pay an appeal fee which you won't get back.

Q: Rock trucks pelleted my car with rocks, are they responsible for the repairs?

They should acknowledge responsibility. However, if they do not, you would have to submit this to your own insurance, or, if you do not have adequate coverage, you would have to sue them.

If the other driver was at fault, you can demand that his insurance company pay or, if it does not, sue him. If the other driver was not at fault, there is nothing you can do.

Get an estimate, make a copy, send it to the company; file a police report. If your collision pays it they will go after them but assuming you have a $500 deductible that's not worth it.

You plead not guilty. Spelling errors aren't critical. He has to show a witness stated your speed.
