A: if the landlord wants you to pay for the lock change and you agree to it, then you have to do it. there is nothing illegal about that. a lease is simply an agreement between a landlord and a tenant. if this is an issue prehaps you ought to consider another place. the last thing you want is to start a relationship with an issue. good luck.
