A: You do not provide enough detail for me to figure out what you are trying to do and why "title" has not been issued. Deeds are issued for land, not titles. This is posted under real estate law so I assume you are talking about a deed. I don't know why a deed was not issued - there are two main types of actions - one is an action to quiet title - this usually occurs where there is some defect in the chain of title in that two or more parties lay claim to the same piece of land. Summary ejectment actions are brought where you have title to land but someone else is in possession of it. There are also actions for adverse possession or boundary disputes but they are usually in the context of either a quiet title or ejectment action.

If you are talking about something else, I have no idea. Titles are only issued for motor vehicles/mobile homes which are not fixed to land and covered by a deed. However, I don't know who you has not issued the title and what your issue there would be.

If you are talking about land, then you need to see a real estate litigation attorney about the quiet title/summary ejectment types of actions.

If you are talking about title to a vehicle or mobile home, then see a consumer law/general civil litigation attorney.

In either case, filing a petition is not something you should do on your own. If money is a problem and you do not qualify for legal aid, then at least consult with an attorney to find out what your problem is and what you need to do about it.
