Can a person be sent a legal complaint for felony charges via snail mail without being formally charged?

Recently one of my family members was sent via snail mail a complaint about having erroneously charged with two felonies that he does not know about?

Yes. This is a valid way to serve your family member. More importantly getting a complaint is actually the same thing as being charged with a crime.
