Q: In 2010, a friend was the suspect in a "hit and run" case in Florida but was not convicted. can case be re-activated?
Not convicted because witness did not recognize my friend in line-up. However all other evidence did match (including car's license plate; damage on my friend's car; and when cops got to his house, my friend was still drunk...)
