Q: Is it legal for nurse/receptionist to give info to any caller about any form of patient?

Someone I know called my doctors office and asked a question about a form that my doctor filled out for ME. He asked if the form had been sent to where it was to be mailed to. He explained that HE PAID THE FEE for the form to be filled out and the nurse/receptionist answered his question in detail! After being told the status of THE FORM OF THE PATIENT (ME)he sounded irritated and the one he spoke with told him they would be happy to refund his money!

This person paid the cost that my doctors office charges when doctor fills out any form. He stayed in vehicle after handing me his debit card and I walked back in and paid for the fee myself with his debit card. The person paid the fee for me because I asked him if he would. He knew I did not have any money so he paid for this to help me out. *HOW did she have any rights to give ANY information or discuss anything about me, THE PATIENT, with him? Is it legal to give info to just anyone who calls and asks?
