Q: After the suspension of a license is complete and you retain your license, what happens if you get another ticket?
My license was suspended for four months for having three speeding tickets in a 12 month period. I received my license back after the suspension was through and I paid all my fines. I got a ticket for being on my phone a month later. Will that count against my other tickets that caused the suspension?

I'm glad to hear that your license is restored. As to your question regarding whether this offense will count towards your limit of 3 moving violations within a 12 month period, the Secretary of State bases the timing of that system off the issue date of the ticket. This means that if you received a speeding ticket on January 1, 2014 and two other tickets on March 1, 2014, you cannot receive another ticket relating to violations governing movement of vehicles on or before January 1, 2015 even if the case for your January 1, 2014 ticket was resolved months later.
As to your cell phone ticket question, this will depend on whether you have previously violated this rule. According to 625 ILCS 5/12-610.2, section (b), "a second or subsequent violation of this Section is an offense against traffic regulations governing the movement of vehicles." This means your first offense, as far as the secretary of state is concerned, does not count as a moving violation. The 3 convictions in 12 months rule only includes tickets related to moving violations so if this is your first offense, it shouldn't hurt your license since it wouldn't be a moving violation.
