Q: I received a $250 handicap parking fine for parking in a handicap spot in my apartment complex. sign has no penalty mark

I was in the middle of moving some things from my apartment to my storage. I parked in the handicap space for less than 1 hour to be able to easily load up my vehicle. The handicap parking sign has no indication at all showing a penalty. Furthermore, its on private property. I was under the impression that I was breaking a rule within my private apartment community that I live in, not breaking the law.

I am wanting to dispute this fine as the sign shows no indication whatsoever. I read Florida statue 553.5041 (6) and it clearly states that the sign must indicate penalty for illegal use of the space if erected after Oct 1996. The sign is a newer sign and was placed after Oct 1996. Yet, I still received a ticket for parking here.

The citation I received shows violation of 08B Fss 316.1955 (1), 804.1012 (a).

I don't want to hire an attorney for a $250 ticket. I rather represent myself so that is why I am seeking advice on here as a way to approach this.
