In most situations, the latter is more common than the former. Whatever you do, I wouldn't lie about the insurance and when you got it. The best approach is to let them know that you took the ticket seriously and wanted to correct the mistake of not having insurance as soon as possible. That diligence goes a long way towards the prosecutor and judge showing leniency.
