Q: Can a private towing lot legally keep my personal belongings?

My significant other's car was impounded 40+ days ago. The initial impound fee was 450 dollars, and by the time he was out of jail, it was already over 1000. He incurred various health problems due to a medication side effect, leaving us with little money to retrieve the vehicle between court costs and medical fees. We hired an attorney. The private towing lot has refused his and his attorney's requests for a payment plan and the right to claim his personal belongings from the vehicle. At this point, we no longer care about the car, but we truly could use the personals back. Family photos, laptop, iPad, etc. In the state of Arkansas, is it legal for a private towing company to keep the personal belongings from the vehicle?
