First, I would advise scheduling a consultation because these tickets are serious violations and in the case of the no license ticket, it may very well be a criminal misdemeanor punishable by incarceration. Having such a serious offense on your record can be highly damaging to not only your driving privileges but also your ability to seek employment.
Second, as to the question of whether you would be financially responsible, given the age, the child would be responsible. That said, it is worth remembering that there are other factors at play here. If you did not have a valid insurance policy on the vehicle, your son WILL either have to hold SR-22 insurance or face a suspension of his driving privileges of a minimum of 3 months. If he cannot afford SR-22 insurance, he will be suspended for some time. If that's the case, I would highly recommend speaking to an attorney because the resolution of this insurance ticket can have multiple impacts depending on how it is done. To ensure you get the result you seek, I would speak to an attorney because court supervision and conviction have VERY different impacts when it involves insurance tickets.
Third, in the event that the fines remain unpaid, he very well could have any supervision revoked and that would suspend his license for at least 3 months and possibly 6 months. Additionally, it will have damaging effects on his credit ratings. Finally, it will result in him being ineligible for renewal of his license when it comes due 3 months after his 21st birthday. This in turn can result in more traffic tickets and further criminal violations on his record.
