Q: Does the State of Georgia's super speeder law violate the 8th amendment?

Traffic violation over 10 miles an hour=$256 speed fine+ $200, 3 months later, with threat of suspension + $50 reinstatement fee=$506

A: No, the Eight Amendment is a limitation on the power of the federal government, not the states such as Georgia. And such excessive fines are not prohibited by the 14th Amendment either, in my opinion. See, for example, Waters-Pierce Oil Co. v. Texas, 212 U.S. 86 (1909). The standard is that a fine must not be "so grossly excessive as to amount to deprivation of property without due process of law.
