Q: , How do i go about filing for redress at the county level for public hearing?
I only know of it as a right to do it and it is a way to get said what didn't get said,to correct wrongs. I need to know exactly who cannot file redress and for what reasons. exmp, I had a hearing for Dangerous dog in which there was much wrong doing. If able to confront a judge in a courtroom with more freedom than i had I have the physical proof of each wrong doing. The hearing resulted in the death of my innocent dog which was proven at the hearing,which is one of the issues also. I just need nto know my best bet at learning as much as i can and how to begin filing. will you help me thank you

The law says the hearing you get depends on a weighing of what is at issue vs the cost of having a full blown administrative hearing.
Your earlier notice should have said your rights if you weren't satisfied with the decision.
I would suggest you contact Legal Services/Legal Aid and the local Animal Rights organizations for information on what your options are.
Generally, you can if necessary get a full blown injunction but that is incredibly expensive and at this stage it sounds like your pet was put down so it is pointless. The law doesn't hold hearings to show that something was not good.
There is an exception for civil rights type cases, but those do not involve animals and the law doesn't look at animals in a companionship case but on a merchandise basis. They destroy a cow, under certain circumstances they have to give the value of the cow.
They destroy a dog, it it was improper they have to give you the market value of a dog of that age, breed, etc. This has absolutely nothijng to do with the pets value to you. If you find this abhorrent, I suggest rather than add to your hurt you channel the emotional energy into volunteering with groups working to change those viewpoints.
Perhaps volunteer at a shelter for animals or similar facility.
But the legal system will not give you some recognition that your dog being put down was wrong. As a result I must suggest that for you the law is not the solution to your concerns.
