Q: I rear-ended somebody about 2 months ago we both agreed not get the cops or Insurance involved so i paid to fix it
So today I found out that she contacted my insurance company I guess to try and make a claim. Is this considered some sort of insurance fraud or do you have any suggestions as to how I should go about dealing with this.

Since you caused the accident, the other driver has exclusive control of how she chooses to pursue her claim. She can agree to a private settlement or file a claim with your insurance or sue you (lawsuits occur in only rare cases). If the insurance company is involved, the best advice is to wait until your insurance company processes the claim (and they contact you).
If you already paid the privately-agreed-upon amount in full, you can notify the insurance company of this fact. Be aware most insurance contract require that you report all accidents, even if a private agreement is reached.
