Hello Asker,
In order to receive a new license issued by the secretary of state, you must pay a fee of $30 or less (depends on age) and not be suspended and have no prior unpaid as in past due tickets. Attempt to do so PRIOR to paying the older tickets because even though they are unpaid, they may not have formally filed a failure to pay hold on the license.. If the Secretary of State refuses to issue you a new license because of one of those tickets, find out which one it is, pay it, request a failure to pay receipt from the clerk's office of the ticket you owed money on, and deliver that to the appropriate secretary of state location. Most documents can only be processed in Chicago at 17 N. State Street, 10th floor or the main office in Springfield. It may however be able to be processed by a local Secretary of State facility (it's been a while since I have asked at a regular DMV). Ask your local DMV if they can process failure to pay receipts before spending the time traveling to one of these offices.
As for the insurance ticket, if you can provide proof of insurance on the date of the offense for the car you were driving, they will dismiss the case. If not, they will not dismiss it. If you provide a valid insurance policy, they can offer supervision. Court supervision will prevent a 3 month suspension but it will require you to carry SR-22 insurance for 36 months continuously. Allowing it to lapse will result in a license suspension until you resume coverage. Alternatively, if you are convicted, you will be suspended for 3 months (6 if you are already facing a suspension related to insurance) and may not be required to carry SR-22 so long as you have not had 2 prior insurance violations (to the best of my memory). If you come back with a valid license, they MIGHT the insurance ticket (unlikely in the extreme).
