Q: I have a barge that has been left attached to my dock for three years. The owner was hired to repair dock.,that was done

I am still waiting to have it removed...he comes by or returns calls about every other month. But has not removed it...do not want it's title if there is one..I have someone who will cut it up and haul away but the owner will not return my calls
