And should one get a citation if he didn't stop when a school bus was stopped before the intersection and the person was on the other road, going perpendicularly to the bus. Should one stop or can he go? I've seen people going, while others stopped. Could one get a citation for not stopping? (The car was not following the bus, nor a part of the incoming traffic, it was moving on a different road, perpendicularly to that one where the school bus was stopped)

The Minnesota Statute making it a crime to disregard a school bus stop arm appears to apply to vehicles on the same road as the school bus. See, Minn. Stat. Sec. 169.444
