Q: What steps can be took if a dad decides not to return child after a summer visit in another state with no court order

If you have a child out of wedlock and the father moves to another state. You both agree the child can visit for the summer. But What if the father decides not to return the child due to no court order. What are some steps to take to ensure your child returns to you? Especially if the child is already in school and is covered medically under your care.
