A: It is fraud to collect child support when the child does not live with you. You will not be able to get your money back from him. You need to pay the father child support.

A: Sounds like DCSS closed the case because you didn't have the child and committed fraud by filing an affidavit with them saying that you did. You are very lucky you weren't prosecuted. You need to pay any court ordered support you owe instead of using your child to bankroll your life.
