A: Hire an attorney right away. You have a very short window to prepare for a temporary hearing if she want to relocate. She definitely cannot move now without a court order or the father's permission (which obviously is not likely).
A: She needs to deal with it. She is very likely subject to a standing order that will prevent her from moving out of state.
