Q: How to get fathers right if the mother hides from the servers?

My husband has responded to child support and asked for a DNA test 2 times before getting one that says he is the father of the child after being told he was not by the mother. The child is 6 years old noe and he wants a relationship with her. The mother refuses to let us see the child. She is hiding from the servers. they are giving her ligetmation paper. What to do? We are in GA
