A: Yes. The only exception is for owners. They are allowed to opt out. I choose to cover myself along with employees.
A: As a practical matter yes. For example, I have exactly one employee and i am required to carry it. Certain small family farms do not have to carry workers' compensation insurance, however, due to a specific exception in the Workers' Compensation Act.
