Q: My condo association violated the State of Maine Condo act by not preparing a budget and is now demanding a huge sum.
I asked condo association board why there is no budget for an assessment for an expensive project while they demanded immediate payment for a sewer project to replace an already working sewer main. They want thousands immediately and another $5k in 30 days after project completion. I am a senior on SS and small pension and have to budget my money and I don't have the funds to pay for this in such a short amount of time. The Maine Condo Act clearly states that a budget must be prepared and ratified. No such budget exists. Do I have any rights regarding this situation? The appointed president of the association arrived a couple of months ago when all but 1 board member resigned due to harassment by him and his family. The 1 remaining board member appointed this disgruntled condo owner as president who has rushed this project through. With no metered water/sewer he is billing out by % ownership instead of 10 equal payments. all units share 1 pipe for waste due to no meters. Thank you.
