Q: Can a city charge you taxes if neither your home or work address is within that city?
The company I work for does deliver products within the city limits and that's why (according to the city) I'm being charged taxes.

The problem with these cases is that it's rarely worth pursuing because of the low dollar amounts involved and the high cost of challenging the assessment. The city tax department. knows that so you see a lot of overreach in nexus decisions.
To answer you question, yes. Every tax jurisdiction has a tax nexus which the point at which a person's activities create an obligation to remit tax. Physically residing within the jurisdiction or working within the jurisdiction are two examples of things that create nexus but there are many different factors and each tax jurisdiction sets their own rules. If someone believes those rules exceed what is allowable under the law its on them to challenge those rules or the legislature of the tax jurisdiction to change them.
