A: This sounds like an area where "EXPERT" testimony is needed- for example, a doctor ( like a psychiatrist) could interview and examine the person and based on that exam, the doctor might be able to give an opinion about any mental illness or disorder. However, not every case needs an expert, although it is preferable. Any person who has known the individual for a long time and therefor has a thorough relationship with him/her could testify that the person was acting strange or abnormal or unusual- these persons could cite specific examples of the weird actions, etc.
