Q: Do I have to pay court fines before a "hold" is lifted off my license? So I can apply for one in a new state?
I got a DUI in Illinois in 2013. I got court supervision but left the state for good before I could complete it. I can't apply for one in Virginia until the "hold" is lifted in Illinois but the fines total almost $6000 dollars in Illinois. I don't have anywhere near that amount and I don't plan on ever going back to Illinois again. I am putting together an out-of-state packet to get the hold lifted but I'm afraid they are not going to lift it until I pay that huge fine. Is there any kind of request I can apply for to maybe get the fines reduced or waived? Any information would be very appriciated. Thank you.
A: You are not going to get very far with a failure to pay suspension. Even if they accepted the packet and even if you succeeded, they will not clear you until it’s all been paid or you manage a payment plan or some other agreement with the county where the fines are unpaid. The secretary state has no role in that process

A: Unfortunately, they will not clear the hold until you receive a favorable decision from the Secretary of State and pay off the fines. You would need to file a motion to re-open the case and appear back in court to have any chance to reduce the fines, which would be very difficult at this point.

A: You could try to have your case motioned up into court to see if the fine could be reduced, but you would have to appear in court in order to have this done and you should hire an attorney to assist you. Other then that, you need to pay the fine to have the hold removed.
