A: These vary silent from one jurisdiction to another, but generally, a person seeking a peace bond against another person must satisfy the court that they have a reasonable fear for their safety. That information can be put before the court by way of affidavit or by giving oral evidence. The defendant would have the right to challenge the evidence or accept it. If the complainant does not show up to court and the defendant wants to challenge the peace bond there will be very little that a judge can do. If there is no evidence the judge likely will not be in a position to issue the bond.
