Q: Can someone from Malta file a police report/law suit against someone in the USA?

I asked someone to draw my cat. I paid him a $100 deposit. $290 was the total.

After some thought I decided that I no longer wanted said drawing as I found it was over priced and not what I was expecting. I asked him to draw my cat on impulse. I informed him I no longer wanted the drawing and that he could keep the deposit and drawing.

He said that he did "all the work" and I had to pay him $290. I personally disagree with this, to me the price would include the work, price to buy the rights to the drawing, and the shipping.

He said I didn't even pay half of the price of the drawing so I offered to pay him half if we could come to an agreement.

He told me no and said he is going to file a police report/law suit against me.

He has my legal name and address. I paid him through PayPal through the "Friends and Family" way at his request, not through "goods and services"'. I know PayPal can't make me pay I called.

Is he able to file a police report/law suit against me tho?

A: The police are not likely to involve themselves in a matter of this scope and nature. It is a civil matter involving contract issues. That does not mean he is precluded from pursuing civil remedies. Good luck
