A: In Georgia, a second degree cruelty to children charge arises when a person with criminal negligence causes a child under the age of 18 cruel or excessive physical or mental pain.

Georgia doesn’t divide murder into “first degree” or “second degree.” Voluntary manslaughter can be reduced to involuntary manslaughter if the killing was accidental but was the result of criminal negligence.
