Q: how can i seek custody of my sister that is in a brain trauma rehab center and a lawyer has custody of her now?

my father had custody of her when the accident took place then my mother went to get her to take her back to new york because she was not being well taken cared of. my mom after a while got sick and had to make a decision of giving the custody of my sister to a family member just in case something happens to her which she is fine thanks God so she decided to give the custody to my father but he had custody of her but my sister was residing in the center, my father never went to go visit her or send her anything that she needed he never even went to court when he had to. Then called them giving up the custody because it was too much responsibility and he didnt have any time was his words. So the state took over her custody. Now i try calling her guardian the lady doesnt answer my calls, they dont want to let my sister leave with her family. My sister is depressed and desperately wants to leave. I need help to take her out and bring her down to Florida with my mom. please help me.
