Q: can a parent take kids away when a custody agreement is in place when there is a non felony court date

This weekend was his visitation and he decided to keep my daughters when we have a custody agreement in place, i was not notified of anything until i contacted him waiting for my daughters to show at the arranged spot and he waited 45 min or more to message me after i texted and sent message over the talking parents. i left a domestic violent situation that happened 5 days ago now i only had 1/2 a day to call the women shelter because they didnt know when he was to be released from jail and he ended up getting out within an hour after court and i had 30 minutes to pack things and try to make sure that i had what i needed to get to the domestic violence shelter. All in that time i had no cell phone because i used the phone of the abuser at the time. I have to go to court for a non felony criminal charge and child abuse. The officer explained that it wouldnt be on my record and i didnt have to pay a ticket i basically have to go and tell what happened. Can he keep them with no contact?
