Q: If someone tells you the puppies they are selling come from papered parents and the parents really aren’t papered is it

Illegal and can they get in trouble?

A: Yes they can. At a minimum your sale, if you purchased a puppy under false pretenses, will be voided and the seller will have to refund your money. At worst, the seller is possibly guilty of "fraud." Fraud is serious. It requires you to prove that the seller 1. Made a statement which was a lie; 2. That seller knew it was a lie when he told you; 3. That the seller told that lie in order to get you to buy a puppy; 3. That you relied on seller's lie and DID buy the puppy and 4. That you suffered harm because of the lie. If you didn't buy a puppy and are just inquiring whether the seller is in hot water for making a false representation about papers when you KNOW the puppies aren't registered, the first question I would ask you to answer is: how do you know the puppies aren't papered?
