Q: Legal help low income for divorce with spouse in jail different state?

I am trying to get a divorce I live in Georgia on a very low income Georgia legal aid can't help me because the spouse in different state in jail in Florida and he would have to sign a waiver of venue jurisdiction .would he have to do that if I can prove that he abandoned me ,was very abusive and he committed adultry, he is drug addict, I have not known where he was for last 15 years .can I be granted the divorce based on my proof withoutneedingto get him to signthe jurisdictionpaper or me havingto go to Florida to file. I can show proof for all of it. I am on full disability with rare brain malformation I applied Georgia legal aid but they said couldn't help because he's in another state.
