Q: My fiancee had one $100 bill prop money in his wallet that his nephew gave him. It has japense writing on that translate

Translates to for practice use only. Anyway cops looked in his wallet and are now trying to charge him with monetary instrument abuse. He was being charged with bank fraud originally but it has nothing to do with counterfeit money and the charges were dropped. Basically I'm asking cab he be charged for monetary instrument abuse simply for having the prop money in his possession.
