Q: my question is, is a mentally disabled person able to be put behind bars for stealing mail?

A: The person in question needs to talk this over with a criminal defense attorney.

A person who, due to mental defect, is unable to understand right from wrong may be found not criminally liable for his actions. Otherwise, mental state is not going to shield a mentally challenged person from criminal prosecution.
